Azerbaijan and Armenia Visa for Indians 2026: e-Visa Guide

· 7 min read · By the Travlys visa team

Indians need an e-visa for both Azerbaijan and Armenia. Here are the official fees, processing times, Armenia's October 2026 rule change, and how to link Baku and Yerevan via Tbilisi.

Indian passport holders need a visa for both countries, and both sell it online. Azerbaijan's ASAN e-visa costs USD 20 (3 working days) or USD 60 for a 3-hour urgent visa, for a stay of up to 30 days. Armenia's e-visa costs USD 8 for up to 21 days or USD 39 for up to 120 days, with a decision in up to 3 working days. The two countries share no open border, so plan to fly between them, usually via Tbilisi in Georgia.

At a glance: Azerbaijan visa: ASAN e-visa at evisa.gov.az. Azerbaijan fee: USD 20 standard (3 working days), USD 60 urgent (3 hours). Azerbaijan stay: up to 30 days. Armenia visa: e-visa at evisa.mfa.am. Armenia fee: USD 8 (up to 21 days) or USD 39 (up to 120 days), non-refundable. Armenia processing: up to 3 working days. Armenia border visa: only if you hold a valid US, UK, Schengen or similar visa or residence permit. Armenia visa-free: with a US, EU/Schengen or GCC residence permit valid 6+ months, until 1 July 2027. Azerbaijan-Armenia border: closed to travellers. Best link: fly via Tbilisi.

Do Indians need a visa for Azerbaijan and Armenia?

Yes, ordinary Indian passport holders need a visa for both. For Azerbaijan, apply for the ASAN e-visa on evisa.gov.az; India's Ministry of External Affairs lists Azerbaijan as an e-visa country for Indians, not visa on arrival. For Armenia, apply on evisa.mfa.am, unless you hold a qualifying US, UK, EU or Gulf visa or residence permit, which opens a border visa or visa-free route.

Azerbaijan e-visa: fees, time and stay

Azerbaijan issues tourist visas through the ASAN Visa system, run by a state agency since January 2017. The Embassy of Azerbaijan in New Delhi says:

  • Standard e-visa: issued within 3 working days, fee USD 20.
  • Urgent e-visa: issued within 3 hours, fee USD 60.
  • Stay: Azerbaijan's Foreign Ministry says a single e-visa allows a stay of up to 30 days.
  • Refunds: the state fee is not refunded if the visa is refused.
  • Who handles it: only evisa.gov.az. The embassy cannot issue, change or approve e-visas.

Pay what the portal shows at checkout. Some travel sites quote higher totals, such as USD 26 or USD 29, because they add a service charge; we could not read the portal's own fee page to confirm the exact total.

Is there a visa on arrival in Baku for Indians?

Not for most Indians. Azerbaijan's airport e-visa list covers 11 countries, including Oman, Saudi Arabia, Japan, China and Israel, and India is not on it. The Foreign Ministry does allow airport visas for foreigners who hold a residence permit in Saudi Arabia, Oman, Bahrain, Qatar or Kuwait, or a UAE residence visa, valid for more than 6 months. If you live in the Gulf, confirm this with the embassy before you fly without an e-visa.

Does a US, UK or Schengen visa help in Azerbaijan?

No. We found no rule that gives Indians with a US, UK or Schengen visa a different route into Azerbaijan. You still apply for the ASAN e-visa.

Register if you stay over 15 days: Azerbaijan's Foreign Ministry says foreigners staying more than 15 days must register at their place of residence. Most short tourist trips stay under this limit.

Armenia e-visa: fees, time and the October 2026 change

Armenia's e-visa portal, run by its Ministry of Foreign Affairs, lists two tourist options:

  • Visitor visa, up to 21 days: USD 8, non-refundable.
  • Visitor visa, up to 120 days: USD 39, non-refundable.
  • Processing: up to 3 working days.
  • Extension: Armenian visas run for at most 120 days and can be extended by another 60 days.

Since late 2024, Indian, Egyptian and Iraqi e-visa applicants had to show travel insurance plus either a qualifying foreign visa or residence permit, or a set of documents including a return ticket, an invitation and proof of funds. Armenian Government Decision 1454-N of 8 October 2026 repealed that rule. It took effect the day after publication, so Indians now apply on the same terms as most other nationals.

Source conflict: The Embassy of Armenia in India's visa page, last updated on 30 June 2026, still lists the old insurance and invitation conditions. The decision on Armenia's official legal database is more recent. Carry travel insurance and your hotel and return bookings anyway; they cost little and answer the questions a border officer may ask.

Can Indians get a visa on arrival in Armenia?

Only with the right documents. Armenia's visa rules let foreigners get a visa at the border if they hold a valid entry visa or residence permit from the US, UK, Canada, Australia, New Zealand, South Korea, Japan, Russia, an EU or Schengen country, or a residence permit from a Gulf (GCC) country. India's MEA describes the same border route for Indians. Without one of these, apply for the e-visa before you travel.

Visa-free Armenia for Indian residents of the US, EU or Gulf

From 1 July 2026 to 1 July 2027, Armenia exempts nationals of 111 countries, India included, from the visa if they hold a residence permit issued by the US, an EU or Schengen country, the UAE, Bahrain, Qatar, Saudi Arabia, Kuwait or Oman. The permit must be valid for at least 6 months from entry and be a physical card or passport sticker. You can then stay up to 180 days in a year. A tourist visa from these countries does not count for this route; it only qualifies you for the border visa.

Is the Azerbaijan-Armenia border open?

No. There is no open land crossing between Azerbaijan and Armenia for travellers, and no peace treaty has been signed. Azerbaijan's Foreign Ministry warns foreigners not to enter Azerbaijan from Armenia outside its legal procedures, and says people who do may face prosecution and an entry ban. Treat the two as separate trips joined by a flight.

Azerbaijan has also kept its land borders shut to most passenger entry since 2020 under a special quarantine regime. In September 2026 the Cabinet of Ministers extended that regime to 2 January 2027, according to Azerbaijani news agencies APA and Report. So plan to enter Azerbaijan by air through Baku, not by road from Georgia.

How to combine Baku, Tbilisi and Yerevan in one trip

Georgia sits between the two and works as the hinge. A simple order for a 9 to 12 day trip:

  • Fly India to Baku. Delhi has nonstop flights to Baku; check current schedules.
  • Fly Baku to Tbilisi. Since Azerbaijan's land borders stay closed to most passengers, fly rather than drive.
  • Go Tbilisi to Yerevan by road or air. Unlike the Azerbaijan-Armenia border, the Georgia-Armenia land route is the usual overland link between the two capitals; book a transfer or a short flight.
  • Fly home from Yerevan. Expect one stop, usually via a Gulf hub.

You need three separate permissions: the Azerbaijan e-visa, a Georgian e-visa (unless you hold a qualifying US, UK, Schengen or similar visa or residence permit, as our Georgia visa guide explains), and the Armenian e-visa. Apply for all three before you leave India, and keep printouts.

Common mistake: Do not try to reach Azerbaijan overland from Georgia or Armenia. Book the Baku leg as a flight, and leave Baku first if your trip includes Armenia, so you never need to explain an onward route Azerbaijan does not allow.

Winter travel tips for December to February

  • Shahdag Mountain Resort, Azerbaijan: the country's main ski resort, in the Greater Caucasus near Qusar, roughly a three-hour drive from Baku. The ski season usually starts in December; check the resort's opening date before booking.
  • Tsaghkadzor, Armenia: Armenia's main ski area, about an hour from Yerevan, with a season usually from December to March.
  • Gudauri, Georgia: a popular ski stop if your route passes through Tbilisi.
  • Apply early for urgent dates: the Azerbaijan urgent e-visa takes 3 hours, but Armenia's e-visa can take up to 3 working days, and holiday weeks are busy.
  • Plan for icy mountain roads: resort roads can be steep and snowy in January and February, so book transfers with a local operator rather than self-driving.

Who should and shouldn't plan this trip

It suits travellers who want a short, low-cost visa trip with old towns, food and snow, and who are happy to fly once inside the region. Families with young children may prefer a single country, since three visas and two border routes add paperwork. If you have a US, EU or Gulf residence permit, Armenia becomes visa-free, which makes the combination easier still. You can check each country quickly on the Travlys visa checker at travlys.com/visa-checker/.

Frequently asked questions

Do Indians need a visa for Azerbaijan?

Yes, Indian passport holders need a visa for Azerbaijan, and most apply for the ASAN e-visa on evisa.gov.az. The Embassy of Azerbaijan in New Delhi says the standard e-visa costs USD 20 and is issued in 3 working days, while the urgent e-visa costs USD 60 and comes in 3 hours. It allows a stay of up to 30 days. There is no general visa on arrival for Indians.

How much is the Armenia e-visa for Indians?

The Armenia e-visa costs USD 8 for a stay of up to 21 days or USD 39 for up to 120 days. Both fees are non-refundable, and the official portal at evisa.mfa.am says processing takes up to 3 working days. Since 9 October 2026, Indians no longer have to meet the extra insurance and invitation conditions that applied from late 2024.

Can Indians get a visa on arrival in Armenia?

Only if you hold a qualifying foreign visa or residence permit. Armenia gives border visas to foreigners with a valid visa or residence permit from the US, UK, Canada, Australia, New Zealand, South Korea, Japan, Russia or an EU or Schengen country, or a Gulf residence permit. Everyone else should apply for the e-visa before travel.

Can I travel from Baku to Yerevan by road?

No, the land border between Azerbaijan and Armenia is closed to travellers. Azerbaijan also warns foreigners not to enter from Armenia outside its legal procedures. The usual route is to fly from Baku to Tbilisi in Georgia and then travel by road or air to Yerevan, or the reverse. You will need a Georgian e-visa unless you hold a qualifying US, UK, Schengen or similar visa.

Does a US or Schengen visa help Indians visit Armenia or Azerbaijan?

It helps for Armenia but not for Azerbaijan. In Armenia, a valid US, UK, Schengen or similar visa lets you get a visa at the border, and a US, EU/Schengen or Gulf residence permit valid six months or more lets you enter visa-free until 1 July 2027. Azerbaijan has no such rule for Indians, so you still need the ASAN e-visa.

Is there a ski resort near Baku?

Yes, Shahdag Mountain Resort near Qusar in northern Azerbaijan is the country's main ski resort, about a three-hour drive from Baku. The ski season usually starts in December, but the opening date depends on snow, so check the resort's website before booking. In Armenia, Tsaghkadzor is about an hour from Yerevan and usually runs from December to March.
